From proposal text:
"An advisory board consisting of campus faculty committed to work with the instrument and researchers from IBM and Nvidia will be set up to engage members, gather system requirements, solicit input on resource allocation policies, set project priorities, and implementation steps. The management team will report semi-annually to the advisory board on the progress of the instrument development. "
"Policies for instrument access and allocation will be developed and implemented with the help of the advisory board."
